May 28, 2007 - Income and Expense questionnaires were mailed to the owners of office, retail, industrial and Multi-family properties on May 7, 2007. Per our normal process over 9,100 Income and Expense Questionnaires were sent for mailing on May 7, 2007 with a return date of May 28, 2007. Regrettably, due to a contractor error, a portion of these questionnaires were not mailed out at that time. This error has now been identified and corrective action has been taken.
To ensure fairness to all our customers, the deadline for the submission of the Income and Expense Questionnaires to Assessment and Taxation Department has now been extended to June 18, 2007 for all properties.
We apologize for any inconvenience this may have caused and we are confident that your ongoing cooperation will result in an accurate and fair assessment. If you have any questions, please call our Customer Service Centre at 986-2353.

November 28, 2005 - The 2006 Business Assessment roll was issued today. More than 11,000 Business Assessment Notices were mailed to the operators of businesses in the City of Winnipeg. Each notice contains the Annual Rental Value for the premises, based on the 2003 reference year. Click here for more information on Business Assessment.

September 15, 2005 - Our web site has changed! We’ve adopted the look and feel of winnipeg.ca, the City of Winnipeg’s web site. The content is the same but you will see some changes in navigation. Instead of the old menu bar on the left side of the page, you will find drop down menus at the top of each page. The menu on the left side of the page allows you to navigate to other city departments and services.

July 7, 2005 - Assessment appeals have hit a record low! The number of appeals filed against the 2006 assessment roll established a new low for appeals in a reassessment year. There were just 4,525 appeals filed with the Board of the Revision by the June 20th deadline. This is less than half the number of appeals in the last reassessment year. In fact, appeals have declined steadily in each reassessment since 1994. Lower assessment appeal totals lessen the financial risk to the City of Winnipeg. Reduced numbers of appeals also allow valuation efforts to be concentrated on further improvements to processes and data collection for all property types - further improving the product and reducing the financial risk to the City of Winnipeg. •••
May 31, 2005 - The 2006 Assessment Roll was issued today with Property Assessment Notices being mailed to the owners of the 200,000 properties in the City of Winnipeg. Each Property Assessment Notice contains the assessed value of the property based on 2003 market conditions, the legislated reference year for this reassessment. The previous reassessment year was 2002 with 1999 used as the market reference year. The real estate market in Winnipeg has experienced considerable change over the four year period from 1999 to 2003. The total 2006 Assessment Roll increased $5.2 Billion from 2005, the last assessment based on the 1999 reference year, to $33,721,529,952. Issuing the 2006 Assessment Roll also marks the completion of an extensive preview program that provided property owners with an opportunity to review the proposed value of their property. A total of 191, 200 preview letters were mailed to property owners. Forty-six residential open house days were held at 15 locations around the city between October 2004 and April 2005. The open houses attracted more than 4,700 property owners who had the opportunity to review the value of their property with an assessor. In addition, our customer call centre handled 6,000 calls while our web site received 210-thousand visits that generated more than a million property searches. A Commercial Preview Program also provided owners of commercial properties with the opportunity to review their proposed assessment with an assessor. Property values were continually refined throughout the preview period using both customer input and the department's own quality processes. The result is that the 2006 assessment roll exceeds all mass appraisal industry quality standards. The 2006 assessment roll will not be used for tax purposes until next year when the 2006 tax rates are established by City Council. •••
March 29, 2005 - NOTE: Information requested by the City Assessor must be submitted by Friday, April 1, 2005 in order to have it reflected in the 2006 Assessment roll. The City Assessor, Brian Moore, has announced that due to the deadlines required to produce the 2006 roll, the department is unable to consider new information received after April 1st. This includes Income and Expense returns, Sales Questionnaires, and other property attribute information.

March 9, 2005 - The City's Executive Policy Committee has approved two reports that recommend significant changes to the assessment system. The City will approach the province to shorten the assessment cycle from four to two years and establish a single assessment authority for Manitoba. Executive Policy Committee voted to formally approach the province about the making the changes to the assessment system. City assessor Brian Moore said more frequent assessments would lessen the large changes in value that property owners now see with a four-year assessment cycle. A single assessment authority is used in a number of other provinces including British Columbia, Ontario, and Nova Scotia. The reports are part of the response to the Assessment Task Force, Chaired by Councillor O'Shaughnessy, that conducted a wide ranging review of the assessment system including the overall legislative framework. By-in-large, the assessment system in the province of Manitoba is governed by provincial legislation. There is expected to be considerable dialogue between the City of Winnipeg and the Province of Manitoba. Ultimate authority for these requested changes rests with the Province of Manitoba. •••
February 22, 2005 - Our 2006 reassessment Residential Open House Program is complete. Forty-six Open House days were held at 15 locations around Winnipeg between last October and early February. A total of 4,779 property owners visited the Open Houses. We have received over 5,000 specific inquiries, and our staff are working hard to address them. If you contacted us about your Preliminary Estimate of Value through our web site, at the Open Houses, or by calling us, rest assured that we will get back to you before the assessment roll is issued at the end of this May. •••
