January 28, 2005 - The owners of about 12, 700 residential properties in assessment region 5B were mailed a Preliminary Estimate of Value for the 2006 General Assessment. The personalized letter also contains details about opportunities for property owners to discuss the value of their property with us prior to receiving their Property Assessment Notice at the beginning of June 2005.

November 19, 2004 - Business Assessment Notices for 2005 have been mailed to the operators of 1,062 businesses in the city. Since this is not a reassessment year a Business Assessment Notice was sent only to the operators of businesses where there has been a change in the business assessment. This includes any change in Annual Rental Value, or a change in ownership.

May 31, 2004 - The 2005 Assessment Roll was issued on May 31, 2004. You were sent a new Assessment Notice in the mail only if there had been a change to your property such as a change in ownership or assessed value. The deadline to file an appeal with the Board of Revision was June 24, 2004.

December 19, 2003 - You can now view and download several thematic maps. They include a generalized map showing the age of Winnipeg homes, a map showing the total living area of residential properties, and a map showing the total assessment of residential properties.

September 8, 2003 - Today the City of Winnipeg filed an application for leave to appeal to the Supreme Court of Canada. The application involves the decision of the Court of Appeal to refuse to strike all or a portion of the Statement of Claim filed by the Manitoba Hotel Association and a number of hoteliers in the city.

In May 2002 the Manitoba Hotel Association filed a Statement of Claim alleging that the City of Winnipeg and the Assessment and Taxation Department treated hotels unfairly in the 2002 General Assessment. The Association is asking for a reassessment of all hotels in the city on the basis of bad faith, breach of the Charter, and failure to comply with the assessment legislation.

The City’s position is that the Board of Revision and Municipal Board have exclusive jurisdiction to hear appeals concerning valuation for municipal taxation purposes and that the Court of Queen’s Bench has no jurisdiction to determine those issues; the Statement of Claim should therefore be struck as constituting an abuse of the court process.

This is still a preliminary issue regarding process and is not in any way about the merits of the case itself.
