What We Do
Our Mission The mission of the City of Winnipeg Assessment and Taxation Department is to provide fair, open, understandable and defensible property valuations and classifications for the equitable distribution of taxation. Mandate The Assessment and Taxation Department is responsible for the valuation and classification of all real property, personal property and business occupancies within the City of Winnipeg for the purpose of distributing taxes fairly to the City's citizens. The powers and responsibilities of the City Assessor are detailed in the Municipal Assessment and City of Winnipeg Charter Acts. The City Assessor is a legislative officer and as such must adhere to provincial legislation when performing the assessment function. From an administrative perspective the Assessment and Taxation Department reports through the Chief Financial Officer to the Chief Administrative Officer and politically to the Standing Committee on Fiscal Issues. Real Property Valuation - A public service which provides real property owners with accurate and consistent real property valuation, classification and tax liability status relative to all other properties and is used as a basis for municipal taxation. Business Occupancy Valuation - A public service which provides businesses with accurate and consistent assessed annual rental value and tax liability status. Personal Property Valuation - A public service which provides personal property owners with accurate and consistent personal property valuation, classification and tax liability. Property & Occupancy Valuation Research - A public service which provides estimates of assessed values for proposed changes to either property or business occupancy. Property Ownership & Business Tenancy Enumeration - A public service for all property owners and businesses that ensures correct identification in the assessment and tax rolls. Tax Liability Research - A public service which determines the tax liability status in accordance with relative legislation. Valuation Validation & Appeals - A public service that provides a review and confirmation of a property’s assessed value, classification and tax liability status for the purpose of municipal taxation. The Assessment and Taxation Department is organized into four divisions, each reporting to the City Assessor, Nelson Karpa.
A Neighbourhood Assessment System assigns properties on a neighbourhood basis to assessors. This way, your neighbourhood assessor is more familiar with your neighbourhood and the characteristics that make it unique.
