Mobile Home License Fee

The Mobile Homes Licenses Fee is a fee collected instead of Municipal and School Taxes. It is the mobile home owner’s contribution to city services which parallels the property taxes collected on other homes. There are several fees intended as a levy in lieu of the property tax but, due to their nature, are not on the city tax roll. Legislation requires that they be referred to as a license in lieu of tax or license fee.

The fee is based on the average market value of mobile homes and is established once every reassessment cycle. This is the same methodology used for all real property in the City of Winnipeg. The sales of mobile homes are reviewed in determining this average square foot market value. It is calculated similar to property taxes using a citywide mill rate which is a combination of both municipal and school mill rates.
